Generally, free energy-saving measures such as cavity wall and loft insulation, new boilers and boiler repairs have only been available to households in receipt of income-based benefits. However, there is now a scheme that gives some flexibility to local authorities that allows them to declare households access to these free or subsidised measures to help reduce energy costs and stay warm.

There are two ways you could be eligible for energy efficiency improvements under the Local Authority ECO Flexibility scheme.

Firstly, your household must be considered Low Income, which is determined by the total household income, minus your housing costs as calculated Table 1 below.

Then, the property must either be Expensive to Heat as determined in Table 3 OR the household would be Vulnerable to Living in a Cold Home as determined in Table 4.

If you think you are eligible or to discuss the scheme with an advisor, please call the Energy Advice Centre on 01633 223111. We are open weekdays between 9:00am and 5:00pm.

If the advisor thinks you are eligible then they will arrange for a surveyor to contact you to arrange an appointment to determine what measures may be appropriate.

But please note that even though you may be eligible it is still up to the energy company funding the scheme to confirm that an installation can go ahead.
